Basic Licence

CLA (Copyright Licensing Agency) Basic Licence
The Photocopying and Scanning HE licence permits HEIs to make multiple photocopies and scan extracts from printed books, journals and magazines.


Comprehensive Licence

CLA (Copyright Licensing Agency) Comprehensive Licence
The comprehensive licence permits HEIs the same rights as the basic licence. In addition it allows the copying and re-use of digital material such as electronic and online publications.

Both licences state that each scanned item must contain a Copyright Notice Cover Sheet. The university is must also make an annual return to the CLA of all materials scanned under the licence. The CLA provide instructions on using the digital record form.

CLA Audit


The CLA conducts twelve audits per annum. The process enables the CLA to report to its parent organisations on how the licence is being implemented in Higher Education Institutions. As a by-product, the CLA expects to gather information about ‘best practice’ that will be shared among the HE community.
